It is a tribute to Venezuela and its music, inspired by his childhood memories and the many years Efrain Oscher has dedicated to the worldwide performance of Venezuelan music.

The first movement, Allegro Caraqueño, is based on Venezuelan merengue, which differs from Dominican merengue in its 5/8 time signature. This movement evokes Caracas in its heyday – modern, chaotic, sometimes violent, but brimming with culture and life. The music is imbued with a certain melancholy, perfectly captured by the sound of the oboe.

The second movement is based on the tonada, a musical style originating from work songs sung primarily during milking. These songs capture the loneliness of the farmers in the vast Venezuelan countryside, the darkness of the plains before dawn, the scent of grass glistening with dew, and the sounds of birds and crickets. This movement is played by the English horn.

In eastern Venezuela, one can still witness the Gaita de Tambora dance, an impressive performance by two groups of dancers who chase each other, waving flags to the sound of drums and singing. It is the theme of the third movement. This fantasy combines rhythmic and melodic elements of the Gaita de Tambora into a texture on the strings reminiscent of the drums. At the same time, the oboe displays virtuosity and expressiveness in passages that are also imbued with jazz influences. The occasional "chase" between the oboe and strings lends this movement a festive, joyful character.
